This study examines the implementation of the Sustainable Food Crop Land Protection Policy (PLP2B) in Gorontalo Regency using an integrated Interpretive Structural Modeling (ISM) and Soft Systems Methodology (SSM) approach. Data collection involved expert questionnaires and in-depth interviews with nine key stakeholders. Analysis identifies farmers and civil society as critical institutional elements (Level 1) in the policy framework. Inadequate government support and low public awareness emerge as primary constraints with high driver-dependence values. The study develops a hierarchical five-level model that prioritizes budget enhancement and public education as key intervention strategies. All elements position within the linkage sector (Quadrant III), indicating high interdependence within the system. This research contributes a structured hierarchical model that confirms the necessity of bottom-up participation and targeted resource allocation, positioning them as the most critical leverage points for ensuring agricultural sustainability.
