Abstrak

The Ombi Sub-watershed, located in the Palu River Basin, plays an essential role in supporting hydrological functions, community livelihoods, and environmental stability. However, land conversion, intensive agriculture, and weak institutional coordination have contributed to the degradation of the watershed. This study aims to assess the current condition of Ombi Sub-watershed management and formulate strategic recommendations using a Likert Scale and SOAR analysis approach. Data were collected through interviews, questionnaires, and field observations involving 70 respondents consisting of village officials, disaster response groups, and community members. The results show that all five assessed dimensions Policy and Regulation (3.37), Institutional and Participation (3.26), Operational and Technical (2.80), Economic and Financing (2.70), and Social and Education (2.86) fall under the “moderate” category. These findings indicate that watershed management has been implemented but has not yet reached an optimal level. The SOAR analysis further reveals that strengths lie in the availability of regulatory frameworks and community participation, while opportunities emerge from environmental education and the adoption of eco-friendly technologies. Aspirations and results remain limited due to insufficient funding and weak coordination. The recommended strategies include strengthening institutional roles, aligning regulations with local needs, improving technical conservation practices, and enhancing community capacity through continuous education. Overall, effective management of the Ombi Sub-watershed requires integrated efforts involving policy improvement, financial support, technological adoption, and broader community engagement.
